What are our aims in the area of public procurement and its electronisation?
During Czech Presidency of the EU Council, we will focus on the revision of publishing obligations and on the revision of joint European initiatives in the area of public procurement electronisation. At the same time, we will support innovative purchasing. Because it is our aim to make public procurement more innovative, sustainable, and most of all effective. And innovative procurement will be one of the priority topics of the planned PP Conference – PRAGUE 2022. We want to make public procurement and related business opportunities more accessible to small and medium-sized enterprises. During the Presidency, Czech Republic will gain opportunity to present its proactive approach to an effective system of public procurement, for example, through massive educational and methodological activities or legislative activities in cooperation with affected partners.
Czech citizens, acting namely as submitters and suppliers, will profit from public procurement electronisation thanks to lower administrative burden. The course of public procurement will also be more transparent. The actual electronic procurement may increase attractiveness for suppliers, who will want to participate in the particular job orders. There is an option to use National Electronic Tool (NEN), free of charge, which allows the submitter to communicate with suppliers in fully electronic way to maximum extent, storing and archiving his data from public procurement. The submitters thus do not face the risk of returning funds in job orders co-financed from European funds. The support of innovative submitting may potentially make the use of public finance more effective and make the public procurement market more accessible to small and medium-sized enterprises.
